HOLT, Fla., June 22, 2023—A second depression has formed in the central tropical Atlantic Ocean.
The wave being monitored behind Tropical Storm Bret has developed a well-defined center and organized enough to be declared Tropical Depression Four, according to the National Hurricane Center.
Although the system is moving west, it is expected to turn to the northwest east of the Leeward Islands during the next few days.
Environmental conditions are favorable for gradual strengthening and TD4 is forecast to become Tropical Storm Cindy in the next day or so.
Significant wind shear is expected to weaken the system, according to the NHC.

Meanwhile, Tropical Storm Bret is moving west toward the Leeward Islands as a strong storm with near-hurricane-strength winds at 70 mph.
The storm is expected to weaken as it moves across the islands and into the Caribbean Sea before finally dissipating, according to the NHC.
