Cesar Augusti Reyes-Perez, 41, was arrested for aggravated stalking a child and attempted kidnapping.

The teen said she was walking south near 8th Street around noon when she noticed a man wearing a long-sleeve orange shirt in an orange Mazda sitting at the intersection and motioning her over to his car, according to an Okaloosa County Sheriff’s Office news release.

She kept walking, but a short time later saw he was driving behind her very slowly.

According to the release, he pulled his car up beside her while she was walking and took off his seat belt. The girl moved away and the man then parked on 6th Avenue.

The teen approached someone asking for help. The witness told deputies he saw the orange car and the driver sitting there.

He said the driver was staring at them both for several minutes before pulling away.

Deputies found the man and the car matching the victim’s description sitting in the parking lot of 100 8th Ave. The victim positively identified the car and Reyes-Perez.

According to the release, Reyes-Perez denied leaving his residence or driving anywhere and told deputies he’d been sleeping because he was still intoxicated from the night before.

He denied having any contact with the victim, said no one had driven his car, then later said he let his friend drive his car, according to the release.
