Samuel Jacob Salter Jr. was charged with felony charges of battery, his second offense; kidnapping/false imprisonment of an adult and obstructing justice/tampering with evidence.
He was also charged with one count of resisting arrest, a misdemeanor offense.
According to the arrest report, on Aug. 19, Salter and a female victim had an argument at his home about who was being dishonest in their relationship when things turned physical.
Salter picked up the victim and slammed her to the ground. The impact with the ground broke her right arm.
He then pinned her to the ground and attempted to rape her. She fought back which caused Salter to get more physical.
When the victim threatened to call the police, Salter grabbed her phone and smashed it.
The victim managed to escape the house and locked herself inside her car.
A neighbor who heard the commotion called law enforcement.
When an Okaloosa County Sheriff’s Office deputy pulled up, he saw Salter kicking the driver’s side of the car door with the victim inside.
Upon seeing the deputy, Salter quickly walked to the front door of the house, ignored the deputy’s command to halt and darted out the back door.
Salter was arrested in October 2018 for domestic battery by strangulation, domestic kidnapping, petty larceny, resisting arrest and obstructing justice as well as domestic battery by strangulation in April 2018.
